Now the fix is: change the settings to your liking INGAME (Full screen with your resolution), restart the game, alt tab out of the game, change the values of Fallout76.ini back to your resolution + fullscreen 1 borderless 0 and set the file read only. The thing is that this file loses the read only tag and changes back to borderless x1080 everytime you launch the game. 1920x1200 and 1 full screen 0 borderless + set the file to read only. This should normally be an easy fix where you edit these values to your display's settings i.e. When you tab back into the game, it goes back into game with those edited settings and that's where it messes up your resolution/goes blurry. What I realised is that when you launch the game, Fallout76.ini (the file in C:\Users\Name\Documents\My Games\Fallout 76) edits these four settings with the following values (atleast for me it does): The game stutters a lot in borderless windowed so it isn't an enjoyable experience compared to full screen. I have a 16x10 screen with a resolution of 1920x1200. As far as I know, this bug only happens when your display isn't 16x9 and in Full screen mode.
